Bhubaneswar: The Economic Offences Wing has arrested one Rashmi Ranjan Dash on charges of duping a retired bank employee of Rs 1.18 crore by luring him to facilitate a piece of land under discretionary quota of Cuttack Development Authority (CDA).
Dash, the Proprietor of R.D. Group of Company cheated one Antaryami Nayak (retired State Bank of India employee) on the pretext of arranging a commercial plot measuring 4000 sqft. at Hadiapatha in Cuttack.
Dash used fake and forged seal and signature of Commissioner, Cuttack Municipal Corporation (CMC) to convince Nayak. The accused has been booked under multiple Sections of the IPC and forwarded to the court on Thursday.
Between April and November, 2021, Nayak paid Dash Rs 1,18,50,000. After receiving Rs 10 Lakhs in cash to process for the Discretionary Quota, the Dash obtained the signatures of complainant’s wife (the proposed buyer) on blank papers including a stamp paper and later handed over an agreement on April 15, the EOW stated.
“The accused had falsely assured the complainant that registration of the schedule land would be done on 15th November, 2021 at CDA Office and prior to that he took the full amount (Rs 1,18,50,000). However, Dash did not turn up on that date and when contacted he avoided Nayak’s calls.”
The EOW carried out raids at Dash’s office in Maitri Vihar here and seized several incriminating documents, seals and stamps which were allegedly used to cheat gullible victims. Dash was earlier arrested by Kumbharpada police for impersonating as a CBI Officer to arrange jobs for aspiring youths, the EOW added.
