Bhubaneswar: An ‘exposure session’ was organised at Lok Seva Bhavan here on Wednesday to acquaint Odisha Judicial Service (OJS) probationers with the governance system. Subjects like Rules of business in Government, service conditions, functioning of Lok Seva Bhavan, role and responsibilities of police functionaries, functioning of Panchyati Raj institutions, implementation of major developmental initiatives and welfare measures, 5T and Mo Sarkar framework, budget preparation, resource allocation, role of executive in budget expenditure were discussed at the session.
Addressing the probationers, Chief Secretary Suresh Chandra Mahapatra said the objective of democracy is to address the issues and cater to the legitimate needs of people. “All three pillars of democracy have to uphold the constitutional values. This is materialised through quick and accurate delivery of services in the most transparent manner,” he said.
“Judicial service delivery in Odisha is on the path of transformation. As many as 14 lakh cases in different courts are being digitised rapidly’. Orissa High Court has pioneered this work in India. With digitization of the case records and implementation of IT in courts, the process of prosecution shall be expedited,” the Chief Secretary added.
Principal Secretary General Administration and Public Grievance, Surendra Kumar highlighted executive procedures involved in extension of welfare measures, policing, grievance redressal, IT application and coherent working for good governance.
Among others, Principal Secretary Panchyati Raj and Drinking Water, Ashok Kumar Meena; Secretary Law, Pratap Kumar Patra; Additional Secretary Law, Pranaya Kumar Das; OSD to Chief Secretary, Dillip Routray; Police Commissioner, Saumendra Kumar Priyadarshi; Director State Budget and Executive Director CMGI, Dr Satyapriya Rath; and General Manager OCAC, Madhumita Rath spoke on the occasion.
Additional Secretaries of GA&PG Department – Debabrata Mallik, Sibanarayan Sahu, and Sagarika Hota with Nibedita Pathak of Service Conditions coordinated the programme.
