Time-Bound Career Advancement For Faculties In Govt Medical & Dental Colleges

Bhubaneswar: The State Government has decided to implement the time-bound career advancement for faculties of Government Medical and Dental Colleges.

The faculties who are eligible for promotion as per the Teachers Eligibility Qualification Regulations of the National Medical Commission and Dental Council of India, and relevant rules of the State government as notified from time to time, but not getting promotion due to non-availability of vacancy, shall be considered by the Selection Board for time-bound career advancement to the next higher post as per the minimum residency prescribed in the relevant recruitment rules. a press release issued by the State Government noted.

“No financial benefit shall be allowed for such time-bound career advancement to a higher post. On availing time-bound career advancement, the lower post which the faculty was holding prior to such career advancement shall deemed to be equivalent in status to the higher post till the faculty vacates such post,” the Health Department press note reald

After time bound career advancement, a faculty shall continue to be in the same financial level of pay he/she belongs to substantially. When a vacancy in a sanctioned post in the cadre occurs, a faculty on time-bound career advancement shall be allowed promotion with financial benefit of the next higher scale, if he/she is found fit for regular promotion by the Selection Board as per extant OMES Rules & other criteria for promotion fixed by the Government from time to time and keeping in view his /her actual inter-se- seniority, it added.

The faculties who are allowed time-bound career advancement shall continue to perform all their duties including emergency duty, as applicable in the earlier post, from which they are allowed time-bound career advancement till they get promotion to the next higher grade substantially as per the point stated above.

Those officers who do not wish to avail of the time-bound career advancement may opt out of the same by giving intimation to Government in writing. However, they will retain their inter-seniority. A High level Committee under the Chairmanship of the Chief Secretary has recommended for above implementation.

As the State is facing a huge deficit of senior faculties i.e., Associate Professors and Professors in different Government Medical Colleges, making it difficult to meet the National Medical Commission (NMC) criteria for continuing medical education in the established and upcoming medical colleges.

“In the present system of promotion followed for OMES doctors, it takes a long time to pet the next promotion. This crisis has made it very difficult to source senior faculties like Associate Professors and Professors from the feeder cadres to meet the needs of the rapidly expanding network of new Medical Colleges in the State,” the press note further read.
