Bhubaneswar: In another step towards facilitation of specialization and super specialization studies in Homeopathy, State Government simplified the provisions regarding sanction of study leave, and drawal of salary during the period for the doctors serving under Odisha Homeopathic Service (OHMS) cadre. All the Chief District Medical & Public Health Officers (CDM&PHOs) were directed to draw their salary each month without waiting for sanction of the study leave.
Secretary Health and Family Welfare Shalini Pandit while issuing guidelines to this effect clarified that salary of the “Medical Officers under OMHS cadre pursuing PG or Super specialization would be drawn by the relieving authority on receipt of absentee statement from the institutions where Medical Officer is currently pursuing PG/ Super specialization every month without waiting for sanction of study leave”. All CDM&PHOs would keep an undertaking and affidavit from the regular in-service doctors before drawl of the salary with regard to the following:
(i) Whether to receive salary or to receive stipend from the institution where they pursue PG/Super specialisation study in lieu of salary of OMHS cadre.
(ii) In case of discontinuance of the PG/Super specialisation study, the doctor concerned would refund the entire salary received for the study leave period.
With this undertaking and affidavit, release of salary in favour of the Officers pursuing higher studies would be the responsibility of the concerned CDM&PHOs.
Further, Pandit also clarified that medical officers who were pursuing PG/Super specialization on the date of notification of Finance Department Memorandum No. 10235, dated 31.03.2023 would be eligible for drawal of salary for the remaining period of their PG / Super specialization from 01.04.2023. The newly recruited Medical Officers who were already enrolled in PG/Super specialization prior to their joining in OMHS cadre were instructed to submit requisite information to the respective CDM & PHOs/MO, I/c for creation of their HRMS ID and NPS ID for drawal of their salary in time.
The OHMS Medical officers pursuing higher studies while welcoming such decisions of the Government expected that this would save them from regular worries like sanction of study leave and drawal of salary etc.
