Bhubaneswar: The State government has decided to continue the SAMMPurNA (Sishu Abang Matru Mrutyura Puma Nirakarana Abhiyan) Scheme for a period of another five years from 2023-24 to 2027-28.
The decision was taken by the State Cabinet to further accelerate the rate of reduction of IMR and MMR and Anemia.
It is an overarching scheme aiming for accelerated reduction of IMR/MMR and comprises of two major components i.e Maternal & Child Health Interventions aims to reduce IMR / MMR, Nutrition Interventions (AMLAN) aims to reduce Anaemia & thereby reduce IMR/ MMR
The major component of the scheme includes Alternative referral transportation services for pregnant women of difficult areas, Drop back facilities to all Pregnant women and sick infants after discharge, the establishment of critical care unit for pregnant women & children, SAMMPurNA Surkshya Kabacha, T3 Camp at VHSND, Schools and difficult pockets for reduction of anemia among the targeted populations etc.
The Scheme will be implemented across all 30 districts with special focus on 15 selected districts with high IMR/ MMR.
A sum of Rs. 1015.67 Crore has been allocated for a period of 5 years from 2023-24 to 2027-28.
The Government of Odisha launched then scheme in 2015 as a special strategy for reducing infant mortality rate (IMR) and maternal mortality ratio (MMR) in the State, in 15 focused districts, identified considering various indices such as the districts of KBK, KBK+, Tribal districts and also high API in Malaria.
As a result, the State has made significant improvement in following indicators: ▪ State has recorded 69.6 points increase in Institutional Births, as it has been increased from 22.6% in 1998-99 to 92.2% in 2019-21, which is better than the all India average of 88.6%.
State has reported 59-point decline in IMR from 95 in 2000 to 36 in 2020 (Source: SRS). State has reported highest point decline in the country since 2005.
Odisha has reported 2nd highest point decline in the country in Maternal Mortality Ratio with a 49 points decline from 168 in 2015-17 to 119 in 2018-20. The state has secured 1st rank among all States in Full immunization coverage by improving the immunization coverage from just 44% in 1998-99 to 90.5 % in 2019-21 whereas National average is only 76.4%.
