Bhubaneswar: Law Minister Prithviraj Harichandan clarified on Friday that dance shows are now strictly prohibited in bars across the state, with establishments allowed to hold only musical programs under the new guidelines.
Bars found violating this rule will face severe consequences, including possible license revocation, Harichandan warned.
Speaking to reporters, Harichandan stated that the Odisha Excise (Amendment) Rules, 2024, were recently updated to permit licensed bars to conduct only orchestras and musical performances, ensuring that entertainment adheres to Odia cultural values.
The Minister emphasized that all programs must reflect these standards and follow the strict regulations set forth for musical events.
According to a notification from the Excise Department, bars may employ women performers aged 21 and above for musical programs or orchestras, provided they have prior written permission from the Excise Commissioner.
However, several conditions must be met for such permissions, including the installation of CCTV cameras at appropriate locations on the premises, particularly near performance areas, to ensure surveillance footage remains intact and functional.
Bar owners are required to keep footage available for the IIC of the local police station and the officer in charge of the Excise Station. In the event of camera malfunctions, the establishment must promptly notify both Excise and police authorities, and performances must be halted until cameras are restored.
Additionally, bar owners are required to maintain records of the names and addresses of all female performers. The performers must dress in accordance with public decency norms, aligning with the state’s intent to reinforce cultural decorum within entertainment spaces.
These new guidelines, clarified by the Law Minister, reinforce the State government’s commitment to upholding Odia cultural values and public standards in entertainment.
