To address the rising number of drowning deaths, the state government has taken steps to identify high-risk areas and raise public awareness.

Additionally, the government has set up the Odisha State Watermanship and Lifeguard Institute (OSWALI) in Ramchandi of Puri.

This institute trains fire and emergency service personnel, along with home guards, to respond to drowning incidents. These trained persons are deployed along shorelines to prevent and rescue people during emergencies.
