Odisha Govt Reverts To 1990 Rules For Compassionate Appointments

Bhubaneswar: The Odisha government on Friday officially notified its decision to revert to the Odisha Civil Services (Rehabilitation Assistance) Rules, 1990, for providing compassionate appointments to the family members of deceased government employees.

Under these reinstated rules, one eligible family member of a deceased government employee can be appointed to a Group C or Group D post, based on a certificate issued by the district administration.

This move marks a rollback of the Odisha Civil Services (Rehabilitation Assistance) Rules, 2020, which had replaced the district-issued certificate system with a complex CCR-based marking system for evaluating eligibility. The 2020 rules applied to cases between 1990 and 2020, often complicating and delaying the process for bereaved families.

With the new notification, the state government has made it clear that the 1990 rules will apply to cases where the government employee died prior to the enforcement of the 2020 rules.

The decision, which received Cabinet approval last month, was announced by Chief Minister Mohan Majhi, who acknowledged that many families had been denied timely support due to the complications introduced by the 2020 rules. He also noted that several such families had been compelled to seek legal redressal.
