ORERA Mandates Online Upload Of Completion Certificates For Transparency

Bhubaneswar: The Odisha Real Estate Regulatory Authority (ORERA) has mandated that promoters must secure completion and occupancy certificates from the relevant authorities upon project completion and upload them onto the RERA website.

In an order released on Friday, ORERA highlighted that some promoters are currently submitting physical copies of these certificates to the authority instead of uploading them online, as required.

Under the Real Estate (Regulation and Development) Act, 2016, promoters are obligated to provide these certificates—either individually to allottees or collectively to the Association of Allottees, depending on the situation. ORERA emphasized that uploading the certificates online would allow homebuyers to easily access and review them, enhancing transparency.

“To safeguard the interests of homebuyers, promoters are hereby instructed to upload the Completion Certificate and Occupancy Certificate on the RERA website immediately upon receipt from the competent authority,” the order stated. Additionally, promoters must submit a certificate from a chartered accountant in the specified format, along with other required documents, on the RERA website for each completed project.

The authority clarified that only after submitting the occupancy certificate, accompanied by the chartered accountant’s certificate and necessary documents, will promoters be relieved from filing Quarterly Progress Reports (QPR) for that project. ORERA warned, “Any non-compliance will be treated with utmost seriousness.”
