Bhubaneswar: The General Administration and Public Grievances Department has rationalised the assessment of conversion fees for land leases used for residential purposes.
According to the new guidelines, conversion fees will be assessed at 0.83% of the Basic Market Value (BMV) where the building has been constructed as per the approved building plan without any plan deviation.
In cases where deviation has been made within the permissible limit and regularised by the competent authority, the conversion fee will be considered at 3% of the BMV. However, in cases where the deviation is beyond the permissible limit, conversion will not be allowed until the case is regularized by the competent authority.
Applicants seeking freehold rights will be required to file a certificate issued by the competent authority of the Bhubaneswar Municipal Corporation (BMC) or Bhubaneswar Development Authority (BDA) regarding building construction without any plan deviation or deviation within the permissible limit and compounding of plan deviation.
The decision has been made as per the approval of the cabinet and the decision taken in a meeting held under the chairmanship of the Chief Secretary, Odisha, on June 3, 2025
