Bhubaneswar: In a significant move towards modernising urban policing, the Rourkela Police on Saturday launched the Smart E-Beat Patrolling Project, a technology-driven initiative aimed at enhancing public safety, operational efficiency, and accountability in policing.
The project is designed to tackle challenges posed by rapid urbanisation and the growing demand for responsive law enforcement. By integrating advanced technology with traditional beat patrol practices, the initiative ensures real-time monitoring, data-driven deployment, and increased visibility of police personnel across sensitive areas in the city.
The E-Beat system aligns with the Odisha Police’s focus on accountable governance and supports the SMART policing framework laid down by the Ministry of Home Affairs, Government of India.
The inauguration event witnessed the participation of senior police officials, members of the Senior Citizens’ Committee, Rourkela Market Committee, and various stakeholder representatives, underlining the collaborative nature of the initiative.
Key Features of the Smart E-Beat System:
- Coverage of approximately 100 beat routes across 600+ sensitive locations, including ATMs, religious sites, parks, markets, and homes of senior citizens under 12 police stations.
- Geo-mapping of all beat locations, with visits logged through a dedicated mobile application used by beat officers.
- Real-time location tracking of beat officers via the app.
- Mobile-based attendance and patrol reporting.
- Digital logs of beat visits, observations, and patrol data.
- Automated alerts for missed or incomplete patrol rounds.
Initially, the pilot project will be implemented in 12 selected police stations in Rourkela, with plans for future expansion based on outcomes and feedback.
Future Roadmap:
- Integration of crime heat maps and hotspot analytics.
- Geo-tagging of habitual offenders and criminals.
- Dynamic patrol planning based on real-time crime trends.
- A centralised duty dashboard at the district level for supervisory oversight.
It aims to build public trust through increased transparency and accountability while enabling proactive crime prevention through the use of intelligent systems.
This tech-enabled model is expected to serve as a blueprint for other districts in Odisha, as the state police continue to embrace innovations that put citizens at the heart of policing.
