Odisha Ministerial Services Rules 2025: Odisha Frames New Guidelines For CT, GST

Bhubaneswar: The Odisha government has framed the Odisha Ministerial Services (Commercial Taxes & GST Range and sub-ordinate Offices) Rules, 2025, to regulate the method of recruitment and conditions of service for personnel in the Commercial Taxes and GST Organisation under the Finance Department.

The Commercial Taxes and GST Organisation comprises the Commissionerate of CT&GST at the top, 12 Territorial Ranges at the middle level, and 50 Territorial Circles at the bottom level, covering 30 districts of the state. There are 358 sanctioned district-level posts of Junior Assistant under the Commissionerate of CT&GST.

The new rules are in line with the General Administration and Public Grievances (GA&PG) Department’s policy, which sets a uniform pay structuring model for district ministerial cadres across departments. Each department will now have separate recruitment rules for its district ministerial cadre.

The Odisha Ministerial Services (Commercial Taxes & GST Range and sub-ordinate Offices) Rules, 2025, outline the cadre structure, which includes Junior Assistants, Senior Assistants, Assistant Section Officers, Section Officers, and Establishment Officers. The rules also specify the method of recruitment for Junior Assistants, with 80% of posts to be filled through direct recruitment and 20% through promotion from Group-D employees.
