Bhubaneswar: The Odisha Government has approved the Food and Paddy Procurement Policy for Kharif Marketing Season (KMS) 2025-26, which will commence on October 1, 2025, and conclude on September 30, 2026. The policy aims to regulate all aspects of paddy and rice procurement in the state.
The state government has fixed a tentative target of 63 lakh Metric Tonne (LMT) in terms of rice for KMS 2025-26, which translates to around 93 LMT of paddy. The procurement target for Kharif season is 73 lakh MT, while for Rabi season, it is 20 lakh MT. Paddy will be procured from registered farmers at the Minimum Support Price (MSP).
The procured paddy will be milled by Custom Millers engaged for the purpose, and the rice obtained will be utilised in the state’s Public Distribution System (PDS) under various welfare schemes. Any surplus rice will be delivered to the Central Pool through the Food Corporation of India (FCI) for utilisation in deficit states.
Paddy procurement for the Kharif crop will take place from November 2025 to March 2026, while for the Rabi crop, it will be from May to June 2026. Districts will schedule their procurement periods within these broad timelines.
Paddy will be procured from farmers who have registered on the online portal of the Food Supplies and Consumer Welfare Department. Aadhaar will be the only ID proof for registered farmers to sell paddy to the government. Farmers will be required to provide identity proof in the form of Aadhaar for Aadhaar-based e-KYC registration and give their consent for Aadhaar-based payment.
Registered and eligible farmers will receive advance intimation through SMS or WhatsApp message on their mobile phones regarding the date of sale of paddy and the quantity to be sold.
To ensure authenticity, 100% field verification and validation of paddy growing areas will be done through satellite imagery. The authenticity of land details will be verified in accordance with modalities prescribed by the Food Supplies and Consumer Welfare Department.
