CM Majhi Outlines Odisha’s Tech Vision At Black Swan India Summit

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Friday announced that the state government will introduce a dedicated fintech policy in the coming months, reinforcing its push to build a strong technology-led innovation ecosystem.

Addressing the Black Swan India Summit in Bhubaneswar, Majhi said the recently implemented IT Policy 2025, along with the upcoming fintech policy, would play a decisive role in accelerating innovation and attracting investments in emerging technology sectors. He emphasised that Odisha’s development strategy places people at the centre of growth while pursuing structural reforms to improve the investment climate.

The Chief Minister said the state has undertaken major reforms to simplify business processes, strengthen single-window clearance systems, and roll out forward-looking policies covering information technology, electronics, fintech, artificial intelligence and other advanced technologies. These measures, he noted, have helped create a business-friendly environment within a short span of time.

Highlighting Odisha’s strategic importance, Majhi said the state is positioning itself as India’s gateway to Asia, connecting the Global South with Indo-Pacific economies. He claimed that in just 20 months since the present government assumed office, Odisha has made significant progress in creating a favourable economic and industrial ecosystem.

Stressing the growing role of technology across sectors, the Chief Minister said continuous innovation is essential as nearly every domain is now closely integrated with digital solutions. Under the BharatNetra programme, he said more than 7,000 youth from Odisha will be trained over the next five years in areas such as fintech and insurance technology.

Majhi further stated that the state’s initiatives in developing state-of-the-art data centres, promoting semiconductor industries and building a skilled workforce for the semiconductor sector would significantly contribute to the objectives of the BharatNetra programme.

Governor Hari Babu Kambhampati, who also addressed the summit, said technologies such as artificial intelligence, quantum computing, distributed systems and digital infrastructure are no longer distant possibilities. He observed that these technologies are rapidly becoming the foundation of governance, finance, healthcare, education and industry.

“The real question before us is not whether technology will transform society, but how we will guide that transformation,” the Governor said.

The two-day Black Swan India Summit, organised for the first time in the country, saw participation from around 1,700 delegates representing 24 countries, reflecting growing global interest in India’s evolving fintech and technology landscape.
