Odisha CM Unveils Economic Plan For Bhubaneswar–Cuttack–Puri–Paradip Region

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Saturday unveiled the Economic Plan for the Bhubaneswar–Cuttack–Puri–Paradip Economic Region (BCPPER), prepared by NITI Aayog. The launch event, held at the Convention Centre of Lok Seva Bhawan in Bhubaneswar, was attended by NITI Aayog Member Rajiv Gauba and CEO B.V.R. Subrahmanyam.

Speaking at the event, the Chief Minister said the BCPPER region will be developed as a hub of Odisha’s economic growth, playing a key role in India’s overall economic development.

He highlighted that each city in this region has its own strengths and unique identity: Bhubaneswar in technology, Cuttack for business traditions, Puri for cultural heritage, and Paradip for port-based development. The plan aims to connect these regions with modern infrastructure and implement various projects in each area. Over 80 projects are planned across sectors including metal downstream, biotechnology, textiles, chemicals, tourism, education, and IT. Additionally, more than 30 policy initiatives will be implemented to develop and strengthen the entire region.

The Chief Minister mentioned that, in the 2026–27 budget, the central government has planned City Economic Regions (CERs), and the BCPPER region has been included. For the development of each CER, the central government has allocated Rs 5,000 crore.

He also noted that the current economy of this region contributes 19% of Odisha’s GDP. By 2025, the region’s economy is estimated at $22.4 billion, with a target of reaching $500 billion by 2047. Under the guidance of Prime Minister Narendra Modi, and with support from the central government and NITI Aayog, the state government’s double-engine administration aims to develop this region as a centre of economic transformation. The Chief Minister expressed gratitude to NITI Aayog Member Rajiv Gauba and CEO B.V.R. Subrahmanyam for preparing the economic plan.

Housing & Urban Development and Public Enterprises Minister Dr Krushna Chandra Mahapatra said this plan will play a decisive role in building Odisha’s future and will significantly support the state’s economic development. Similar plans will be prepared for other major cities of Odisha in the coming days. The Chief Minister emphasised prioritising urban growth in the state. As part of urban expansion, 28 new NACs, seven municipalities, and one municipal corporation have been created, reflecting the government’s commitment to urbanisation.

NITI Aayog Member Rajiv Gauba stated that the BCPPER project is a pillar for a developed Odisha. Among the top 20 cities proposed for development in India, BCPPER ranks among the top five. The growth of this region will also improve the quality of life for its residents. He urged the state government to implement the plan promptly.

NITI Aayog CEO B.V.R. Subrahmanyam expressed gratitude for the state government’s efforts and highlighted that 70–80% of India’s GDP comes from urban areas. By 2047, the goal is to include half of India’s population in urbanisation. After Mumbai, Surat, Visakhapatnam, and Varanasi, this is NITI Aayog’s fifth such plan. Under the guidance of the Prime Minister, NITI Aayog has prepared this plan for a developed Odisha, which will benefit not only the state but also India’s broader development.

Chief Secretary Anu Garg welcomed everyone to the programme and expressed the state government’s appreciation. Additional Chief Secretary of Housing and Urban Development, Usha Padhee, also extended her thanks.
