Odisha Govt May Cut Toll Fines: Minister

Bhubaneswar: Odisha Commerce and Transport Minister Bibhuti Bhusan Jena on Wednesday stated that the state government is considering reducing toll fines for vehicles.

“Our aim is not to penalise citizens unnecessarily. The government is examining the possibility of reducing the Rs 10,000 fine currently imposed at toll gates on vehicles without a Pollution Under Control (PUC) certificate. Similar to a fitness certificate, a PUC remains compulsory, but enforcement will be fair and practical,” the minister added.

The minister also acknowledged that many people find obtaining a PUC certificate burdensome.

“It is mandatory for all vehicle owners to possess a PUC certificate, along with a valid fitness certificate and driving licence. While enforcement may sometimes appear sudden, it is necessary to maintain air quality,” he said.

Referring to the Odisha High Court’s ruling on Tuesday, Jena stated that vehicle owners must clear any outstanding challans (fines) older than 90 days before applying for a PUC. The court also dismissed a Public Interest Litigation (PIL) challenging the issuance of PUCs for motor vehicles.
