64.7 Lakh Consumers Served Additional Security Deposit Notices In Odisha: Minister

Bhubaneswar: A total of 6,470,782 electricity consumers in Odisha have been served Additional Security Deposit (ASD) notices, with a cumulative demand of Rs 656.11 crore for the financial year 2025–26, Deputy Chief Minister and Energy Minister Kanak Vardhan Singh Deo informed the State Assembly on Wednesday.

In a written reply to a question by Congress leader and Barabati-Cuttack MLA Sofia Firdous, Singh Deo provided a detailed breakdown of notices issued by the state’s four DISCOMs.

According to the minister:

  • TPNODL – 1,449,199 consumers were served ASD notices, with Rs107.04 crore demanded.
  • TPCODL – 1,986,000 consumers were served ASD notices, with Rs 284.87 crore demanded.
  • TPWODL – 1,391,019 consumers were served ASD notices, with Rs 165.96 crore demanded.
  • TPSODL – 1,644,564 consumers were served ASD notices, with Rs 98.24 crore demanded.

The minister also explained that an Additional Security Deposit is required when the security deposit already collected from consumers is considered insufficient based on their average electricity consumption in the previous financial year. The process is carried out in accordance with Regulations 53 and 54 of the OERC Distribution (Conditions of Supply) Code, 2019.

He added that all consumers are served a 30-day notice before payment enforcement. If the deposit is not paid within the stipulated period, DISCOMs may resort to electricity disconnection, in line with Section 56 of the Electricity Act.

Singh Deo emphasised that all calculations, adjustments, and refunds are conducted strictly in accordance with the Supply Code, ensuring transparency and fairness while preventing arbitrary demands.
