Bhubaneswar: In a major push towards data-driven governance and digital transformation, the Odisha Cabinet on Wednesday approved the Odisha State Data Policy (OSDP) 2.0, aimed at institutionalising a comprehensive data governance framework across government departments and affiliated organisations.
The new policy seeks to streamline the entire data lifecycle—from creation and storage to processing, sharing, and disposal—ensuring that data generated by the State Government is managed in a secure, standardised, and accountable manner.
OSDP 2.0 has been designed in alignment with key national legislations and frameworks, including the Digital Personal Data Protection (DPDP) Act, the Information Technology Act, the Aadhaar Act, and Open Government Data principles. It focuses on building a high-quality data ecosystem through defined protocols, privacy-compliant data sharing mechanisms, and clearly demarcated institutional responsibilities.
To operationalise the policy, the Cabinet has approved a multi-tier governance structure. At the apex level, State Data Steering and Governance Committees will provide strategic direction and oversight. A dedicated State Data Authority will be responsible for guiding data governance, ensuring data protection, enabling interoperability, and strengthening institutional capacity.
The Odisha Computer Application Centre (OCAC) will function as the nodal agency for coordination, monitoring, and technical support, while Department-Level Committees will oversee compliance and implementation within respective departments.
Officials said the policy is expected to significantly improve governance efficiency by enhancing the accuracy, reliability, and usability of data in public service delivery. It is also aimed at enabling seamless data interoperability across departments and fostering greater transparency and trust in governance systems.
With the rollout of OSDP 2.0, Odisha is poised to emerge as a frontrunner in adopting robust, secure, and citizen-centric data governance practices in the country.
