BDA Declares Intent For Three New Town Planning Schemes

Bhubaneswar: The Bhubaneswar Development Authority (BDA), in pursuance of the provisions of Section 23(1) of the Odisha Development Authorities Act, 1982, has declared its intention to prepare three new Town Planning Schemes (TPS No. 05/2026, TPS No. 06/2026 and TPS No. 07/2026) under the Government of Odisha’s flagship SAMRUDHA SAHAR initiative.

The move marks another significant step towards planned urban expansion and sustainable development in the Bhubaneswar Development Area in line with the vision of Viksit Odisha 2036.

The proposed Town Planning Schemes cover a total area of approximately 863.29 acres comprising TPS No. 05/2026 over 247.57 acres in part Mouza Malipada, TPS No. 06/2026 over 234.34 acres in part Mouza Malipada and TPS No. 07/2026 over 381.38 acres in part Mouza Malipada and part Mouza Daspur. These schemes have been envisaged to facilitate systematic urban development through the creation of essential infrastructure and public amenities while ensuring balanced and sustainable growth of the city.

Following the publication of the declaration in the Odisha Gazette, notices in Form-III shall be issued inviting information in Form-IV from landowners and persons having any right, title or interest in the lands included within the scheme areas. Such information is required to be furnished to the Authority within two months from the date of publication of the Gazette Notification.

The SAMRUDHA SAHAR Scheme of the Government of Odisha aims to promote planned urbanization and accelerate economic development through comprehensive urban planning. The initiative seeks to transform urban areas into vibrant growth centres by facilitating integrated development of roads, drainage systems, water supply networks, sewerage infrastructure, electricity systems, public utilities, open spaces and social amenities. Through the Town Planning Scheme mechanism, infrastructure can be developed in a coordinated manner without resorting to large-scale land acquisition.

Under the Town Planning Scheme framework, landowners contribute up to 40 per cent of their land for the creation of public infrastructure such as roads, drainage systems, water supply, sewerage and electricity networks, along with public amenities and open spaces etc . The remaining 60 per cent of the land is returned to them as developed and serviced plots. This innovative land pooling approach enables the development of modern urban infrastructure while significantly enhancing the value of the retained land and ensuring equitable distribution of development benefits among landowners.

BDA has already made substantial progress in implementing Town Planning Schemes across the city. Town Planning Scheme Nos. 1, 2, 3 and 4, covering approximately 1,577 acres, have received Government approval and the process of handing over possession of reconstituted plots to landowners is currently underway.

Simultaneously, infrastructure development works such as roads, drains and other public utilities are being executed in these scheme areas. Further, the Draft Scheme of TPS No. 8 covering about 560 acres in Andharua and Daspur Mouzas has also been approved by the Government, and infrastructure development works are proposed to commence shortly. Last week declaration of Intention of four TP Schemes i,e TP No 42-45  in Zone-4  was made by BDA . Further another ten TP Schemes in zone -4 (TP No-32-41) and three TP Scheme in Zone-I (TP No- 11-13) is under survey   stage, which are to be taken up shortly.

BDA expresses its sincere appreciation to the landowners and citizens for their continued support towards planned urban development. The Authority is confident that with the active participation and cooperation of all stakeholders, these Town Planning Schemes will contribute significantly towards the creation of a modern, sustainable and resilient Bhubaneswar, aligned with the vision of Viksit Odisha 2036 and the aspirations of its people.
