Master Welfare Schemes, Serve People Better: Odisha Governor To OAS Officers

Bhubaneswar: Odisha Governor Hari Babu Kambhampati Tuesday advised probationary officers of the Odisha Administrative Service (OAS)-2023 batch to gain in-depth knowledge of both Central and state welfare schemes and serve as an effective link between the government and the people.

Interacting with 31 OAS probationers at Abhishek Hall in Lok Bhavan, Kambhampati emphasized that officers must have a clear understanding of ground-level realities. He said this knowledge is crucial for the proper implementation of welfare programmes and ensuring that deserving beneficiaries are included.

Dr. Kambhampati advised the probationers to deeply study flagship schemes such as PM-SBY, PM-JAY, and PM Surya Ghar: Muft Bijuli Yojana.

He stated that conscious and proactive officers play a vital role in making the public service delivery system more effective. He also asked them to encourage people to register under various social security schemes and promote these initiatives widely.

While discussing global economic challenges, the Governor highlighted the impact of geopolitical tensions in West Asia and India’s heavy dependence on crude oil imports on the country’s foreign exchange reserves.

He advised behavioural changes at the individual level, particularly encouraging a shift from petrol and diesel vehicles to electric vehicles.

The Governor underlined the importance of the PM Surya Ghar scheme, promotion of solar panels on rooftops, and EV charging infrastructure. He also mentioned that Lok Seva Bhawan is moving towards achieving Green Certification.

Referring to India’s experience during the COVID-19 pandemic, the Governor noted how the country turned challenges into opportunities through self-reliance, innovation, and digital transformation. He called for reducing unnecessary expenditure on gold purchases, foreign travel, and edible oil consumption to ease pressure on foreign exchange reserves.

At the beginning of the programme, Dr Monalisa Lenka, Deputy Director of Gopabandhu Academy of Administration, delivered the welcome address and gave a brief overview of the training programme.
