Odisha Among Top 10 States In Rooftop Solar Rollout, CS Reviews DISCOM Performance

Bhubaneswar: Odisha Chief Secretary Anu Garg on Saturday reviewed the performance of the State’s four power distribution companies—TPCODL, TPNODL, TPSODL and TPWODL—highlighting significant gains in renewable energy adoption, operational efficiency, infrastructure development and power supply reliability.

The review was conducted during the Board Meetings of the four DISCOMs, attended by Additional Chief Secretary of the Electronics & IT and Energy Department Vishal Kumar Dev, GRIDCO CMD, and the Board Members, Managing Directors, CEOs and Chief Financial Officers of the utilities.

Reviewing the implementation of the PM Surya Ghar: Muft Bijli Yojana (PMSG-MBY), the Chief Secretary appreciated the DISCOMs for their strong performance in promoting rooftop solar installations across the State. Odisha has recorded 1,56,606 rooftop solar installations, including 92,280 under the PMSG-MBY and 64,326 under the ULA Scheme, placing the State among the top ten performers in the country under the flagship programme.

She directed the utilities to accelerate implementation of the PM-KUSUM 2.0 scheme to further expand renewable energy adoption in Odisha. The DISCOMs were also commended for receiving awards from the Ministry of New and Renewable Energy (MNRE) during the ‘Month of Solar Campaign’ in recognition of their outstanding performance in solar applications, installations and inspections under the PMSG-MBY.

The Board noted the sustained decline in Aggregate Technical and Commercial (AT&C) losses across all four DISCOMs since their takeover, reflecting continued improvements in operational efficiency and financial performance.

The meeting also reviewed the reliability of power supply across the State. The DISCOMs were appreciated for ensuring uninterrupted, safe and reliable electricity supply during Rath Yatra 2026, effectively managing peak power demand, achieving a zero power transformer failure rate and consistently improving key reliability indicators year after year.

The Board reviewed the capital expenditure undertaken by the four distribution companies over the past five years and observed that the investments had significantly strengthened Odisha’s power infrastructure by improving safety standards, expanding the distribution network, supporting load growth and enhancing overall service reliability.

In another key decision, the State government announced that all government electricity connections will be converted from post-paid to pre-paid smart meters from August 2026. Government consumers shifting to pre-paid smart metering will be eligible for a four per cent rebate on their monthly electricity bills, a move aimed at promoting efficient energy management and wider adoption of smart metering technology.
