IDCO Announces Major Reforms To Speed Up Industrial Approvals In Odisha

Bhubaneswar: In a major initiative to strengthen Odisha’s industrial ecosystem and further improve the State’s Ease of Doing Business environment, the Odisha Industrial Infrastructure Development Corporation (IDCO) held a high-level stakeholders’ meeting under the chairpersonship of Usha Padhee, Additional Chief Secretary, Housing & Urban Development Department and Chairperson, IDCO.

The meeting held in the premises of IDCO, yesterday, brought together representatives of leading industry associations, MSME bodies, sectoral chambers and regional trade organisations, along with senior IDCO officials, to deliberate on issues relating to industrial infrastructure, land allotment, utilities, logistics and regulatory reforms. Industry representatives shared operational concerns and suggestions to further strengthen Odisha’s investment climate.

Addressing the gathering, Padhee reaffirmed IDCO’s commitment to continuous industry engagement, transparent governance and timely resolution of issues. She emphasized that stakeholder consultations and faster decision-making remain central to building a competitive and investor-friendly industrial ecosystem.

The meeting highlighted IDCO’s achievements over the last two years. During this period, the Corporation expanded the Industrial Land Bank by nearly 6,000 acres, handed over 6,027 acres to large and medium industries and facilitated land allotment for 93 major industrial projects. To promote balanced regional development, IDCO has developed 30 Multi-Product MSME Parks across the State, besides dedicated parks for electronics, textiles, plastics, seafood processing and aluminium-based industries.

IDCO is presently implementing 147 industrial infrastructure projects worth over ₹3,500 crore, while another 117 projects valued at more than ₹1,870 crore have been proposed under the Industrial Infrastructure Development Fund (IIDF) and SASCI schemes. The Corporation now manages nearly 150 Industrial Estates, Industrial Areas and MSME Parks spread over more than 14,095 acres of developed industrial land, supporting 6,661 industrial units.

The meeting also reviewed key governance reforms aimed at simplifying approvals and improving service delivery. IDCO has rationalised planning regulations by permitting full utilisation of permissible Floor Area Ratio (FAR) without requiring Transferable Development Rights (TDR) certificates and removing ground coverage restrictions for industrial buildings, flatted factories and IT/ITES establishments.

To further reduce approval timelines, the Chairperson advised industry associations to jointly submit standardised industrial building designs for pre-approval.

The Corporation also informed stakeholders that mortgage NOCs will now be automated through integration with allotment letters, while a public digital Industrial Land Bank platform is being developed to enhance transparency. IDCO has also set a target of completing land allotment, lease execution and physical possession within one month of approval by the Land Allotment Committee.

Responding to issues raised by industry representatives on water supply, drainage, power, traffic, parking and industrial safety, IDCO informed that water supply has been restored at Khordha Industrial Estate, drainage proposals for Jagatpur have been submitted for approval, and smart street lighting systems are being expanded across industrial estates.

Recognising the growing infrastructure needs of Bhubaneswar’s Infocity, which employs nearly 30,000 professionals, IDCO is pursuing a Multi-Level Car Parking project and identifying nearby land for additional parking. Infrastructure upgradation worth nearly ₹500 crore is also underway across seven major industrial estates, focusing on roads, drainage, utilities and other civic infrastructure. The Corporation is further planning common fire-hydrant systems and strengthening industrial security across major estates.

The meeting witnessed active participation from leading industry organisations, including UCCI, CII, FICCI, ASSOCHAM, ICC, World Trade Centre Bhubaneswar, FIEO, OASME, OSSIA, NOCCI, RCCI, BCIC, TiE Bhubaneswar, NASSCOM and several other sector-specific associations and women entrepreneurs’ networks.

The interaction concluded with a shared commitment between IDCO and industry stakeholders to institutionalise regular consultations, accelerate industrial infrastructure development, simplify regulatory processes and further strengthen Odisha’s position as one of India’s preferred investment destinations.
