Odisha To Enable App-Based Consent For Landowners Living Outside State For Paddy Registration

Bhubaneswar: Landowners residing outside Odisha, including those living abroad, will soon be able to give their consent online through a dedicated mobile application for the registration of paddy cultivated by sharecroppers, Food Supplies and Consumer Welfare Minister Krushna Chandra Patra said on Monday.

The initiative is aimed at facilitating sharecroppers whose landowners are unable to travel to Odisha during the registration process for the ongoing Kharif season 2026-27.

Addressing a press conference in Bhubaneswar, Patra said the consent of the landowner is mandatory for a sharecropper to register for paddy procurement.

“First, the landowner has to give consent to the sharecropper. After that, the sharecropper can complete the paddy registration process,” the minister said.

Patra said the government is developing a dedicated application through which landowners residing outside the state or abroad can provide their consent remotely.

“If the landowner is staying outside the state or abroad and cannot come here during the paddy registration process, they can give their consent through the app,” he said.

According to the minister, the application will use facial recognition and eye scanning to verify the identity of landowners before their consent is recorded.

The proposed system will allow landowners to complete the consent process without physically visiting Odisha, making it easier for sharecroppers to complete their registration for paddy procurement.

The initiative comes ahead of the Kharif paddy procurement season and is expected to benefit a large number of sharecroppers whose landowners live outside Odisha or in other countries.
