‘Master Plan-2047’ A Roadmap For Delhi’s Balanced, Future Development: CM Rekha Gupta

New Delhi: On a day when the Master Plan for Delhi (MPD-2047) was unveiled, Delhi Chief Minister Rekha Gupta said on Thursday that a historic step had been taken towards the planned, comprehensive and future-oriented development of the city.

The Chief Minister expressed gratitude to Prime Minister Narendra Modi, Union Housing and Urban Affairs Minister Manohar Lal, Delhi Lieutenant Governor Taranjit Singh Sandhu and all officials of the Central and Delhi governments and said, “For Delhi, this is not just a Master Plan but a vision document for development.”

The highlights of the Master Plan include: Target of around 30 to 40 lakh new homes for a growing population; momentum to ‘Jahan Jhuggi, Wahan Makan’; transport and connectivity; commercial activities to be encouraged on roads 30 metres and wider and simplification of rules to make development easier and creating new opportunities for the new economy.

The Chief Minister said that Delhi had been waiting for a Master Plan for a long time, and the Master Plan had finally been presented to the people of Delhi, making it a moment of great happiness for the entire national capital region.

Chief Minister Gupta said that ‘Delhi Master Plan-2047’ is not merely a document, but a comprehensive roadmap for the overall development of Delhi.

“Keeping the national capital’s current challenges in mind, it will set the direction for development in line with its future needs.”

She added that better coordination between the Central and Delhi governments was giving fresh momentum to Delhi’s development, and Master Plan-2047 was an important outcome of this cooperation.

Chief Minister Gupta said the Master Plan has made space for new economic activities such as data centres, integrated industrial parks, co-working spaces, startup hubs and cloud kitchens to prepare Delhi’s economy for future needs.

She added that it is essential to create new opportunities for employment and entrepreneurship in a changing economy.

Master Plan-2047 will provide an important foundation for positioning Delhi as a major centre for new technology, innovation and modern industries.

Despite these constraints, the Chief Minister said that Master Plan-2047 has laid out a comprehensive development plan keeping every part of Delhi and every section of society in mind.

Master Plan-2047 encompasses the development of rural areas, unauthorised colonies, residential areas, slum settlements, markets, low-density areas, educational and healthcare infrastructure, warehouses, farmhouses, forest areas, parks, the Yamuna floodplain, and social and cultural facilities, among other parts of Delhi.

Chief Minister Gupta added that meeting the housing needs of Delhi’s growing population is an important part of the Master Plan.

Delhi’s population is projected to reach around 3.2 crore by 2047.

Keeping this in mind, a target has been set to develop around 30 to 40 lakh new homes, with a special focus on affordable housing. Residents of several old residential colonies in Delhi have for years been waiting for a path towards redevelopment of their areas, along with better facilities and planned development.

Lieutenant Governor Sandhu on social media platform X said, “Aligned with PM @narendramodi Ji’s vision of ‘Sapt-Dhara’, MPD-2047 lays a robust roadmap for vertical growth, transit-oriented development, quality housing, knowledge, education and medical hubs, while preserving Delhi’s rich cultural heritage.”

“Committed to translating this planning framework into visible outcomes that enhance Ease of Living and build a more sustainable, vibrant and future-ready Delhi,” he added.
