Chennai:  The Tamil Nadu government has directed all state government employees and officials to submit comprehensive details of their assets and liabilities by October 31 as part of its efforts to improve transparency and accountability in public administration.

The government has now formally announced the deadline and procedures for filing the declarations following an amendment made to the relevant rules in January.

Employees must disclose their assets and liabilities as of December 31, 2025.

Under the revised procedure, employees will no longer be required to submit their declarations in person at their respective offices or provide the information through printed forms. Instead, the entire declaration must be uploaded digitally through the Tamil Nadu government’s Integrated Financial and Human Resources Management System (IFHRMS) portal.

The declaration must contain full particulars of houses, residential and commercial plots, agricultural land and other immovable properties owned by employees. Properties held in their names as well as those registered in the names of their family members must also be disclosed.

Employees are also required to provide details of movable assets, including jewellery, motor vehicles, bank deposits and investments.

Other assets and financial interests covered under the applicable service rules should also be included in the online declaration.

In addition to their assets, government employees must disclose details of all loans and other financial liabilities incurred by them. This includes every category of borrowing that falls within the reporting requirements prescribed by the government.

Officials have been advised to ensure that the particulars furnished through the IFHRMS portal are complete and accurate. The digital filing system is expected to make the submission process more efficient while helping the government maintain a centralised and updated record of the financial interests of its workforce.

The mandatory disclosure is intended to strengthen mechanisms for monitoring the acquisition of assets by public servants and identifying any major discrepancy between their known sources of income and declared wealth.

It will also enable the authorities to examine potential conflicts of interest and ensure compliance with government service rules.

The latest direction reinforces the state government’s policy that public servants should periodically disclose their financial position. All employees and officials covered by the amended rules will have to complete the online submission by the October 31 deadline.
