Odisha Chief Secretary Reviews Implementation of Key Schemes Across Districts

Bhubaneswar: Odisha Chief Secretary Anu Garg on Thursday reviewed the implementation of major government schemes and projects at the district level, with emphasis on resolving land-related hurdles, expediting approvals and strengthening inter-departmental coordination.

Garg chaired a meeting with District Collectors at Lok Seva Bhavan, which was attended virtually by collectors from across the state. Development Commissioner and Additional Chief Secretary Deoranjan Kumar Singh, Housing and Urban Development Additional Chief Secretary Usha Padhee, and secretaries and senior officials of various departments were also present.

The meeting reviewed the progress of schemes and projects, land-related issues, implementation bottlenecks and district-level interventions across several departments, including Housing and Urban Development, Labour and ESI, Women and Child Development, Health and Family Welfare, Handloom, Textiles and Handicrafts, Odia Language, Literature and Culture, Agriculture and Farmers’ Empowerment, School and Mass Education, and MSME.

The H&UD Department’s agenda included resolution of land issues affecting water supply and other projects. Collectors were asked to take immediate steps to address land-related problems concerning five key projects in Khordha, Sambalpur and Kataka districts. The meeting also reviewed market-based fund mobilisation opportunities for small urban local bodies under the Credit Repayment Guarantee Sub-Scheme and compliance with waste management rules in accordance with Supreme Court directions.

The Labour and ESI Department reviewed land arrangements for a 100-bed ESI hospital, district task force meetings for elimination of child labour, Labour Inspection Committees and preparedness for chemical accidents.

Under Women and Child Development, the focus was on Poshan Maah-2026, the Suposhit Odisha Mission and digital monitoring, including identification and referral of malnourished children, registration of pregnant women and greater participation of fathers in nutrition initiatives.

The Health Department reviewed biomedical waste management, land availability for primary health centres, the AYUSH Medical College, Ama Hospital and the National Tuberculosis Elimination Programme.

Progress of the Baraputra Aitiha Grama Yojana, AgriStack farmer registration, Kharif-2026 digital crop survey, Godavarish Mishra Adarsha Primary School scheme, residential hostels of Odisha Adarsh Vidyalayas and APAAR ID creation for students were also discussed.

The MSME Department reviewed district-level Single Window Clearance Authority meetings, MSME Parks, the startup ecosystem and credit facilities, including the proposed development of 30 MSME Parks across 30 districts.

Garg directed Collectors to maintain close coordination with concerned departments and ensure timely resolution of issues related to land acquisition, approvals, construction and project implementation. She stressed regular district-level monitoring so that the benefits of approved schemes and projects reach people without delay.
