Several Odisha Officers Inducted Into IAS, Get Fresh Assignments

Bhubaneswar: The Odisha government on Friday issued a detailed notification regarding the posting of officers recently appointed to the Indian Administrative Service (IAS), with a number of them being appointed as Joint Secretaries in their respective departments and others being allowed to continue in their existing assignments.

The orders were issued by the General Administration and Public Grievance Department following the appointment of the officers to the IAS cadre through the Department of Personnel and Training (DoPT), Government of India, notification dated September 3, 2026.

As per the notification, Surya Narayan Dash, IAS (SCS), presently serving as Special Secretary to Government in the Panchayati Raj and Drinking Water Department, has been appointed as Joint Secretary to Government in the same department.

Sumita Sarkar, IAS (SCS), presently Additional Commissioner, Settlement and Consolidation, Cuttack, has been allowed to continue in the same post.

Balamakunda Bhuyan, IAS (SCS), presently Director, Elementary Education, Odisha, Bhubaneswar, has also been allowed to continue in his present assignment.

Soudamini Sethi, IAS (SCS), presently Special Secretary to Government in the Panchayati Raj and Drinking Water Department, has been appointed as Joint Secretary to Government in the same department.

Madhumita Nayak, IAS (SCS), presently Additional Commissioner, Settlement and Consolidation, Kendujhar, under the Office of the RDC (Northern Division), Sambalpur, has been allowed to continue in the same post.

Jyotirmayee Pradhan, IAS (SCS), presently Special Secretary to Government in the Forest, Environment and Climate Change Department, has been appointed as Joint Secretary to Government in the same department.

Madhumita Nayak, IAS (SCS), presently Special Secretary to Government in the Labour and ESI Department and holding additional charge as Director, Employee State Insurance (ESI), Bhubaneswar, has been appointed as Joint Secretary to Government in the Labour and ESI Department. She has also been allowed to continue to hold the additional charge of Director, ESI, Bhubaneswar.

Babita Mohanty, IAS (SCS), presently Special Secretary to Government in the Forest, Environment and Climate Change Department, has been appointed as Joint Secretary to Government in the same department.

Anuj Kumar Das Pattanaik, IAS (SCS), presently Special Secretary to Government in the Planning and Convergence Department, has been appointed as Joint Secretary to Government in the same department.

Jyoti Ranjan Mishra, IAS (SCS), presently Special Secretary to Government in the Industries Department, has been appointed as Joint Secretary to Government in the same department.

Surendra Kumar Panda, IAS (SCS), presently Chief General Manager (MS&ME), IDCO, Bhubaneswar, has been allowed to continue in the same post.

Subhra Mohanty, IAS (SCS), presently Special Secretary to Government in the Panchayati Raj and Drinking Water Department, has been appointed as Joint Secretary to Government in the same department.

Sanghamitra Satapathy, IAS (SCS), presently Special Secretary to Government in the Rural Development Department, has been appointed as Joint Secretary to Government in the same department.

Himansu Sekhar Behera, IAS (SCS), presently Special Secretary to Government in the Home Department, has been appointed as Joint Secretary to Government in the same department.

The notification stated that the orders had been issued consequent upon the appointment of the officers to the IAS through the DoPT notification dated September 3, 2026.

The notification was issued by the General Administration and Public Grievance Department on September 18, 2026, by order of the Governor.
