Bhubaneswar: Additional Chief Secretary, Revenue and Disaster Management Department, Dr. Arabinda Kumar Padhee has strictly directed all District Collectors to ensure complete review, fact-checking and timely follow-up of various clarifications, legal cases and proposals sent to the department from district and field levels.
The department has observed that proposals are being sent without adequate review, incomplete data or without necessary documents, leading to frequent exchange of letters and delay in work. To prevent this, the District Collectors have been clearly instructed to keep a close eye on various aspects.
Every proposal should clearly mention the complete background of the incident, relevant laws and regulations, its analysis and the opinion and recommendations of the District Collector or the concerned authority. To ensure timely handling of court cases, Collectors have been asked to forward cases related to court orders, legal deadlines or contempt of court to the department well in advance and not to wait till the last minute. No delay will be tolerated in this regard, the order said.
It has been directed to strictly follow the rules of the Law Department for filing writ petitions in the Odisha High Court or SLPs in the Supreme Court. In all cases where government rules or guidelines are clear, Collectors have been asked to analyse them at the district level and take a judicious decision without unnecessary delay for clarification.
All correspondence should be sent through the official e-mail of the department (revsec.od@nic.in) and in urgent cases, necessary documents should be submitted. If any legal or administrative problem arises due to incomplete or late submission of proposals, strict action will be taken against the concerned officer, Padhee warned.
All District Collectors have been directed to implement a special system for verification and regular monitoring of proposals at the district level.
