Bhubaneswar: The Cooperation Department of the Odisha government has issued a show-cause notice to the Additional District Magistrates (ADMs) of six districts for failing to capture and upload Crop Cutting Experiment (CCE) data online under the Pradhan Mantri Fasal Bima Yojana (PMFBY), potentially depriving affected farmers of crop insurance compensation.
The notice, dated October 27, has been issued by Rajesh Prabhakar Patil, Commissioner-cum-Secretary, Cooperation Department, to the ADMs (Nodal Officers of PMFBY) of Bhadrak, Sundargada, Baleshwar, Dhenkanal, Angul and Gajapati.
According to the letter, the Government of India had made it mandatory from the Kharif 2025 season that only CCE data captured through the CCE-Agri App would be accepted for yield calculation and loss assessment. Offline data was allowed only as a one-time exception for Kharif 2025 after the department submitted an undertaking. All the ADMs concerned had given similar undertakings assuring that from the next season all CCEs would be conducted online. However, during Rabi 2025-26, a large number of CCEs in these districts were still conducted offline. The Government of India has refused to allow uploading of this offline data into the National Crop Insurance Portal (NCIP). As a result, insured farmers in these districts risk being denied compensation.
The notice notes that districts such as Boudh, Debagada, Nuapada and Nayagada achieved more than 100% online CCEs, while the performance of the six districts is at the bottom.
The ADMs have been directed to submit a written explanation within seven days of receipt of the notice, clearly stating the reasons for the deviation and the measures taken or proposed to address the deficiencies. Failure to do so may lead to further action, including recommendation of appropriate departmental action against them for causing irreversible loss to farmers.
The Cooperation Department has expressed strong displeasure over the repeated non-compliance despite clear instructions and previous undertakings.
