Bhuabneswar: A review meeting on MUKTA, the State funded flagship scheme of the Government was held under the chairmanship of Principal Secretary, H & UD Department G Mathivathanan today. The meeting focused on preparation of Ward-wise Annual Action Plan under MUKTA for 2023-24 across 115 ULBs for creation of basic amenities.
ULB officials were appraised on guiding principles for preparation of demand driven action plans in a participatory approach involving all stakeholders. Focus would be given for creation of Ward-wise basic amenities in a saturation mode across all 2055 Wards of 115 ULBs of the State. ULB-wise Action Plans will be approved by Hon’ble Chief Minister before execution.
Action Plans for 2023-24 to be sent to the Department in the prescribed Format by 15th December 2022 positively . The Action Plan should be demand driven and need to include low-cost, technically feasible, sustainable and labor oriented works. Focus should be given for creation of Ward-wise basic amenities in a saturation mode (Slum/non-Slum) based on govt. land. Land Clearance must be ensured before preparation of plan & estimates of the proposed projects, he advised.
The Projects should be taken up across all 2055 Wards of 115 ULB – No Ward should be left out and investments need to be well spread out without concentrating in a few Wards, the Secretary instructed. 2055 Open Air Gym & 2055 Child Play Station to be set-up across 115 ULBs. Every Ward of the ULBs should have at least one Open Air Gym and one Child Play Station.
Existing Ward level and ULB level Committees should be actively involved to select suitable projects and identification of potential Mission Shakti Groups/SDA as Implementing Agency. Engineers, MUKTA team, CO & CMM must work as a team and make field visits to identify ward-wise suitable projects for execution under MUKTA he advised.
All the projects (100%) under MUKTA to be implemented with involvement of Mission Shakti Groups (MSG) and Slum Dweller Associations (SDA) as Implementing Agency. Prescribed Format has been given by the Department for issuance of Work Order to Mission Shakti Groups/SDA . Adherence to MUKTA Guidelines Issued by H&UDD (Revised Guideline issued on 16th November 2022) must be ensured during entire stage of planning and execution, the Secretary directed
Capacity Building & knowledge transfer to MSGs/SDA on projects assigned under MUKTA will be taken up by a team of professionals at the ULB & State level. Hand-holding Support to MSGs for Bank Linkage for getting working capital up to 5 Lakhs interest free loan on basis of Work Order issued. All the Projects approved by the Chief Minister under Urban Infra last year need to be completed by March 2023. Release of timely payments to MSGs/SDA & Wage seeker is of paramount importance as it would form a strong base for sustainable partnership model between CBO and the Department.
Regular updating of progress made in MUKTA to be done in prescribed Google Sheet/Google Form through dedicated Mukta mail id for review by senior Officers. Utilization Certificates to be prepared and shared with the Dept. for release of subsequent funds.
Among others Sangramjit Nayak, Director Municipal Administration, Sanjay Parmanik, OSD-Sple Secy, Pravat Mahapatra Additional Secretary, Director SUDA, Sarada Prasad Panda were present in the meeting while Municipal Commissioner, Executive Officers, Engineers and professionals based at the ULBs attended the meeting through VC.
