Bhubaneswar: The counting of votes for the bye-election to Padampur assembly constituency will begin at 8 a.m. in the RMC Ward, Padampur tomorrow, informed Chief Electoral Officer Sushil Kumar Lohani on Wednesday.
First, the counting of postal ballots will be taken up. Counting of votes polled in EVMs will start from 8.30 AM onwards. There are 14 counting tables arranged for the counting of EVMs and one counting table for Returning Officer (RO) where postal ballot counting will take place.
There will be 23 rounds of counting as 319 booths are there in the assembly constituency. Lastly, the Counting from VVPAT of randomly selected 05 booths will be taken up for cross verification. ECI has deputed an observer to oversee the entire counting process.
Every counting table will have a counting supervisor and one one assistant. In addition, one micro observer belonging to Central Government will also be deputed who will report to observer. There will be two Assistant Returning Officers (AROs) to assist the RO.
Two technical persons will also be present at the counting centre to assist during any glitches. Counting agents nominated by candidates will also be present to observe the counting.
Other than the District Election Officer, Returning Officer, and Observer, no one is allowed to take mobile phone inside the counting centre. Proper arrangement have been made for disseminaton of Round wise result.
Three tier security arrangement will be in place with innermost layer of CAPF, there after state armed police and then Odisha Police to manage outermost layer under the supervision of the Superintendent of Police (SP).
Apart from announcement of result at the venue, the same will also be available to general public through the website results.eci.gov.in. Arrangement is being made for dissiminating round wise result at the media centre outside the counting centre and also at the CEO office.
