Bhubaneswar: The proposed amendment to the All India Services (Cadre) Rules, 1954, is contrary to the current definition of Deputation, said BJD National Spokesperson Amar Patnaik on Monday.
Taking to Twitter, Patnaik stated, “The latest proposal by GoI to amend All India Service Rules, besides upsetting the existing balance in control that Centre & States exercised over these cadres, is also contrary to the current definition of Deputation. It requires willingness of the officer too; can’t be forced.”
The Centre’s proposal has already been opposed by several States, including West Bengal, Rajasthan, Jharkhand, Chhattisgarh, and Telangana.
Chief Ministers of the above States have urged Prime Minister Narendra Modi to roll back the decision, claiming that the change in the rules for central deputation of IAS officers will affect the states’ administration.
The states say that the power proposed to be usurped by the Central government by resorting to over-centralisation of powers is going to destroy the morale and freedom of the All-India Service officers.
