Bhubaneswar: The Bhubaneswar Development Authority (BDA) has established four facilitation cells for sub-plot regularisation and proposed layout plan approval in the offices of District Sub Registrar in Bhubaneswar, Khandagiri, Balianta, and Jatni for the convenience of the general public.
These cells will assist people either seeking to subdivide their land or to regularise the unauthorisedly sub-divided land to convert it into a homestead (Gharabari Kisam) purpose. The cells will also assist in the preparation of the plan and making applications for approval of the layout plan by the urban local bodies (ULBs) or the BDA.
These cells will function on all working days during working hours while the details regarding the cells and their location have been uploaded on the official website of the BDA (www.bda.gov.in). BDA said that two employees each have been deployed to the cells.
In 2015, the state government imposed restrictions on the grant of building permissions on plots that have been sub-divided into sub-plots unauthorisedly without obtaining approval of the concerned Development Authorities/ULBs under provisions of the ODA Act 1982. At a later stage, in 2017 and 2022, the government brought two different schemes of regularisation of such unauthorised layouts by depositing the required compounding fee, as applicable. The facilitation cells will help the applicants seeking to regularise their unauthorised sub-plots under these schemes.
Applications for building plan approval on the regularised sub-plots will be considered following the land use specified in the development plan and the planning and building standards rules or regulations, in operation and such other provisions are also applicable at the time of such application.
