Bhubaneswar City Integrated Sewerage System ‘SD-II Tender’ Gets Cabinet Approval
**Bhubaneswar: ** Apart from the prime project of Rs 12.56 cr Gangadhar Meher Lift Canal System for Odisha’s rice bowl Bargarh district, the State Cabinet chaired by Chief Minister Naveen Patnaik on Monday also accorded its seal of approval to Construction of Sewerage System for Bhubaneswar Sewerage District II on EPC mode of contract.
Despite being declared as a Smart City and the capital city of Odisha having a population of 8.38 lakh as per 2011 Census, it has no mechanised and scientific disposal system of waste water till date.
Briefing media after the important Cabinet meeting, Odisha Chief Secretary Aditya Prasad Padhi said, “A DPR was prepared by IIT Roorkee in 2004-05 for development of a scientific Integrated Sewerage System of Bhubaneswar City for collection, transportation and treatment of sewage generated in the city with a view to improve overall sanitation condition. The design was made to serve a population of 22.186 lakh up to the year 2041.”
“In order to execute the project, Bhubaneswar city has been divided into 6 Sewerage Districts (SD), SD-I to SD-VI. Out of these 6 SDs, work for SD-VI is being taken up under JICA loan support which is scheduled to be completed by September, 2019. The SD-I and II have been taken up under 12th Finance Commission Grant while SD-III, IV and V and all STPs and pumping stations have been taken up under JnNURM grant of Government of India,” he informed.
The Odisha Chief Secretary further informed, “Initially. Two contracts of SD-I and II as a single package and SD-III as a separate package were awarded to Chennai-based M/s East Coast Construction Industries Ltd (ECCI Ltd) in 2007 for Rs 136 crore and Rs 150 crore respectively. Since the work was not completed beyond the scheduled target time even after several extension of time were allowed, both the contracts of M/s ECCI Ltd were rescinded on 16.11.2015 for which State Government had to fight a long legal battle.”
“On receipt of leave of High Court and dismissal of the writ petition, the fresh tender proposals for SD-II was placed before the Cabinet today for approval of the offer of M/s Laxmi Construction, Ahmedabad at a cost of Rs 173,08,00,442 which is 3.87% excess over the indicative estimated cost ,” he stated.
