CDMS 3.0 Launched To Streamline Contractor Management in Odisha

Bhubaneswar: In a major push towards transparency and efficiency in public works execution, the Works Department on Tuesday launched the Contractor Database Management System (CDMS) 3.0 at the conference hall of Lok Seva Bhawan.

The upgraded digital platform aims to simplify and modernise contractor management across the state by creating a centralised, technology-driven database. The Works Department will function as the nodal department for CDMS 3.0, while four other key departments — Water Resources, Housing & Urban Development, Rural Development, and Panchayati Raj & Drinking Water Supply — will also be able to utilise the system.

CDMS 3.0 will maintain comprehensive records of contractors, including licenses, certificates, performance history, and compliance details. The platform is equipped with advanced features such as workflow management, analytical dashboards, Management Information System (MIS) reports, and integration with other government systems, enabling data-driven decision-making and real-time monitoring.

Speaking on the occasion, senior officials highlighted that CDMS 3.0 is designed as a next-generation governance tool for the construction sector. With the introduction of AI-ML, data analytics, and the ‘One PAN–One Licence’ framework, the system is expected to curb corruption, improve quality of works, enhance accountability, and boost overall productivity.

The platform will also empower contractors by allowing them to update their profiles online, track application status, and access relevant contractor-related information, making the entire process more transparent and user-friendly.

The launch event was attended by Works Department Principal Secretary Sanjay Kumar Singh; OSD & Special Secretary, Forest, Environment and Climate Change Department, Lingaraj Otta; Engineer-in-Chief & Special Secretary Er. Laxmikant Padhi; Engineer-in-Chief (Civil & Roads) Er. Satyabrat Behera; OBCC Managing Director Er. Samir Hota; Regional Officer, Ministry of Road Transport & Highways, Sunil Kumar, along with several Chief Engineers, senior officials, and departmental representatives.

Officials expressed confidence that CDMS 3.0 would emerge as a game-changer for Odisha’s construction ecosystem, setting new benchmarks in transparency, efficiency, and governance.
