Bhubaneswar: Chief Electoral Officer (CEO) Sushil Kumar Lohani today addressed a press conference over the upcoming bye-election for Dhamnagar (SC) assembly constituency. Last dated of Nomination was 14th October, 2022 as on the last date 6 candidates had filled Nominations, he said.
In the process of scrutiny 1 candidate was rejected and there were total 5 candidates. Today was the last date of withdrawal. Ballot paper will be printed on this list of contesting candidates.
“There is braille ballot facility for visually challenged voters and postal ballot facility for absentee voters like flagged PwDs, Senior citizen above 80 + years who have opted for Postal Ballot,” he said.
Total number of voters is 2,38,417 who will cast votes in 252 polling stations. The time and route of the polling parties will be intimated to the candidate for making available their representative if any to watch the proceeding, he added.
“Model Code of Conduct is in force since 3rd October, 2022. Violations like defacement of public property are being set right, posters and banners are being seized. Number of cases recorded on wall paintings, posters, banners etc. comes under public property is 624 nos. Number of cases recorded on wall paintings, posters, banners etc. comes under private property is 59,” he said.
Total 187 license armed has been deposited, 1167 persons have been bound down under Preventive Sections of CRPC, 53 Non-Bailable Warrants have been executed. The Surveillance Teams are fully active in the Constituency area and important check points of the district, the CEO added.
Besides, the Excise enforcement is also going on. 51 cases have been lodged and 48 persons arrested. Liquor worth Rs 10.86 lakh has been seized. Dry day has been declared in the district from 48 hours prior to the day of poll i.e. 6.00 PM of 1st November to 6.00 PM of 3rd November and on day of counting i.e. 6th November, 2022.
