**Bhubaneswar:** The National Human Rights Commission (NHRC), taking suo moto cognizance of the media reports that a class 8 girl delivered a baby boy in the hostel of a Kandhamal residential school on January 12, has sought a report from the Odisha Government.
The Commission in a notice to Odisha Chief Secretary Aditya Prasad Padhi has directed him to submit a detailed report in the matter within four weeks regarding action taken against the guilty and relief/ rehabilitation as well as counseling provided to the victim girl.
As the girl belongs to Scheduled Tribe, the Commission has sought details of the sections under which FIR has been registered and status of statutory relief as per provisions of the SC/ST (PoA) Rules, 1995.
The Commission has mentioned that reportedly, after the delivery, the girl along with her new born baby was driven out of the hostel and forced to take shelter in a nearby jungle. She along with her new born baby was traced with the help of local police on the January 13 and admitted to a hospital.
“Contents of the news report, if true, amount to gross violation of human rights of the minor girl who, apparently, became the victim of the apathy and gross negligence of the school administration. The state is responsible for the safety and security of the girl students, residing in the residential schools. It is apparent that the school head-mistress and hostel warden have failed to protect the poor girl while she was in their custody and due to their negligence she has suffered mental agony and social stigma,” read a communiqué from the NHRC.
As per latest reports, two matrons, one health worker (ANM), two CCAs cook-cum-attendants and one warden had been dismissed while three women Assistant Superintendents have been suspended.
Taking matter into his hands, the District Collector suspended the school’s headmistress Radharani Dalai today. Further, Kandhamal SP Pratik Singh had informed that a youth identified as Shravan Kumar Pradhan has been detained on charges of raping the girl 8 months back at her village.
Odisha SC & ST Development Minister Ramesh Majhi had also ordered a probe into the matter. However, in a shocking turn of events, the newborn boy delivered by the girl died at the MKCG Medical College and Hospital in Berhampur today afternoon.
