Bhubaneswar: The Odisha Government has directed all District Collectors to initiate immediate transfers of ministerial and field staff in the Revenue Administration who have been posted in the same office for more than three years.
The circular, issued by the Revenue and Disaster Management Department, comes in the wake of several public complaints alleging irregularities, corruption, nepotism, and negligence in government offices. The state government has expressed concern that prolonged posting of staff in the same office fosters vested interests and undermines the integrity of governance.
The circular issued by the Revenue & Disaster Management Department, covers ministerial staff such as Section Officers (SO), Senior Revenue Assistants (SRA), Junior Revenue Assistants (JRA) and field staff including Revenue Supervisors (RS), Revenue Inspectors (RI), Assistant Revenue Inspectors (ARI) and Amins.
“Therefore, in accordance with the administrative policy of Government to ensure efficiency, transparency and integrity in Government offices, it is directed that immediate steps may be taken to carry out transfer of those staffs who have completed more than three years in a particular office such as the Collectorate / Sub-Collector’s office/Block/Tahasil etc.” the circular stated.
The department has also asked District Collectors to report compliance within 15 days, stressing that the order should be treated as “most urgent.”
The move aligns with the state’s policy to strengthen transparency, accountability and efficiency in public service delivery. By enforcing rotational postings, the government aims to curb opportunities for malpractice and improve citizen trust in the Revenue Administration system.
