Bhubaneswar: Development Commissioner and Additional Chief Secretary Anu Garg today said that States/UTs should ensure no grants are disbursed to NPOs without a Darpan Unique ID and requested regular updates on blacklisted NGOs.
While attending a regional workshop on the Darpan portal in Bhubaneswar, Garg stated that the Darpan portal should be used as a primary tool to ensure transparency, accountability, and effective utilization of public resources.
Highlighting key aspects of the platform, the Development Commissioner emphasized the importance of States/UTs effectively utilizing the Darpan Portal and making Darpan ID mandatory for NPOs to create a universal database. Linking state-level NPO registration databases with the Darpan Portal is also crucial.
Registration on the Darpan portal offers multiple advantages, including a centralized view of NGOs, better planning, and monitoring for state governments, and increased visibility and credibility for NGOs. The portal also provides a provision for blacklisting NPOs and ensures accountability and financial tracking through integration with PFMS.
The Darpan portal, maintained by NITI Aayog since 2015, serves as a repository of information about Non-Profit Organisations (NPOs) in India, providing a Unique Darpan ID to registered NPOs, she pointed out.
The portal offers dual benefits, acting as a decision support system for government agencies dealing with NPOs while providing NPOs with a unique identifier. A dashboard with restricted access is available to nodal officers of all States/UTs, featuring data analytics related to grant disbursement, NPO profiles, and areas of operation.
