DC Anu Garg Reviews OSCRGP Progress With World Bank Mission Team

Bhubaneswar: Development Commissioner  (DC) and Additional Chief Secretary Anu Garg on Friday conducted a comprehensive review of the Odisha State Capability and Resilient Growth Programme (OSCRGP) during a meeting with the World Bank Mission Team in Bhubaneswar.

The review meeting was attended by senior officials from key state departments, including the Finance Department, the Planning and Convergence Department, the Directorate of Economics and Statistics, the Odisha Computer Application Centre (OCAC), and the Odisha State Disaster Management Authority (OSDMA).

The OSCRGP, supported by the Government of India and the World Bank, has been under implementation since the 2023–24 financial year and is funded up to April 2028. The programme aims to strengthen Odisha’s institutional capacity and resilience to support sustainable economic and social development.

Under the initiative, efforts are being made to expand economic and social security by ensuring that all eligible beneficiaries receive government scheme benefits through an integrated and technology-driven delivery system. The programme also focuses on enhancing technical capabilities to provide timely information, early warnings, and alerts to communities, thereby minimising economic losses caused by natural disasters.

Another major component of OSCRGP is improving transparency in policy formulation, sustainable development planning, and scheme implementation, alongside institutional reforms to enhance accountability and operational efficiency. The programme is also modernising data collection, analysis, and dissemination systems, strengthening the state’s statistical framework and promoting evidence-based planning and decision-making.

During the expenditure review, Anu Garg assessed the annual progress of various programme activities and emphasised the need to accelerate ongoing initiatives to improve fund utilisation. She also directed that a meeting of the State Data Management Committee be convened at the earliest.

World Bank representatives, while discussing future support, highlighted the potential for enhanced information dissemination in Odisha’s disaster management framework. They specifically recommended strengthening the early warning dissemination system of OSDMA to better address multi-hazard events such as lightning strikes and cold waves.
