Bhubaneswar: The East Coast Railway (ECoR) on Monday reaffirmed its commitment to transparency, accountability and citizen-centric governance by formally reading out the “Seva Sankalp Resolution” at a solemn meeting held at Rail Sadan here.
The meeting, chaired by General Manager Parmeshwar Funkwal, brought together Principal Heads of Departments, senior officers and staff members, signalling a unified resolve to align administrative functioning with service-oriented values. Similar meetings were organised simultaneously across all divisions of the zone to ensure the message percolated to the grassroots level.
The Resolution, adopted by the Union Cabinet, was read out in a solemn manner, underscoring a collective pledge towards efficiency, ethical governance and responsive administration. Officials said the exercise was aimed at reinforcing the spirit of “Seva” — service — as the cornerstone of public service delivery.
Addressing the gathering, Funkwal said “Seva” remains the soul of Indian Railways and should guide every aspect of its functioning. He observed that the Resolution represents a conscious shift away from colonial-era administrative practices towards a governance framework rooted in Indian values and public welfare.
During the deliberations, department heads offered practical suggestions to translate the Resolution into measurable action in day-to-day operations. Discussions focused on improving service delivery, enhancing passenger amenities and strengthening safety mechanisms across the zone.
Officials described the deliberations as constructive and forward-looking, resulting in a clear and actionable roadmap for implementation. The collective reading of the Resolution symbolised ECoR’s renewed resolve to align with the vision of the Government of India and to continuously strive for more efficient, people-focused railway services.
