FY 16-17 RH Beneficiaries With Incomplete Houses, Can Refund Amount For Fresh Release Under PMAY (G)

Bhubaneswar: Rural Housing (RH) beneficiaries who were sanctioned houses under the Prime Minister Awas Yojana-Gramin (PMAY-G) or Indira Awas Yojana (IAY) prior to the financial year 2016-17 and have not completed construction of houses can be put on the waiting list of PMAY and get financial assistance as per the current provisions provided they refund the earlier availed amount, informed Panchayati Raj & Drinking Water Minister Pratap Jena here today.

They will get assistance amount under the current provisions which will include the amount due to them under NREGS and incentive if they complete the house within the stipulated time period and assistance for construction of toilet, he added.

The Minister further said that at many places rural housing beneficiaries those who had been sanctioned houses prior to financial year 2016-17 and have not availed the full amount and have been unable to complete construction of their houses, on refund of the earlier availed amount, are being provided with fresh sanctions for construction of houses under the PMAY (Gramin).

It may be pointed out here that Rajesh P. Patil, Director, Special Projects under the Department of Panchayati Raj & Drinking Water has recently issued a letter to all Project Directors (PD), District Rural Development Agency (DRDA) in this connection.

“…many RH (Rural Housing) beneficiaries sanctioned with houses prior to FY 2016-17 find  it difficult to complete house construction because of the then low unit cost of the house. BDOs were requested vide letter referred above to sensitize these beneficiaries for paying back their paid amount and becoming eligible for future sanction of houses,” says the letter.

“….the beneficiaries who were sanctioned houses prior to FY 2016-17 are at liberty to refund the paid amount to concerned BDOs. The name of these beneficiaries will find a place in the PWL (Permanent Wait List) of PMAY (G) and the beneficiaries will avail housing assistance as per her/his priority number,” the letter adds.

The further says that BDOs will deposit the said amount with Block contingency account under PMAY (G) and refund the same to State Nodal Account under intimation to Panchayati Raj & Drinking Water Department. The letter has directed the PD DRDAs to organize massive IEC (information, education and communication) Campaign for public awareness of this innovative step of the Government.

It says that Self Help Groups (SHGs) should be actively involved in sensitizing beneficiaries through door to door campaign; village level meeting etc and all-out efforts should be made for the shelter security of all including this category of households.
