Ghadai For Realization Of Penalty From Miners To Meet Budget Requirements

Bhubaneswar: Former Odisha Finance Minister Prafulla Chandra Ghadai today suggested that the State government should expedite the realization of penalty from miners charged with illegal mining and collection of arrears towards taxes from biggies to meet its budget requirements.

“The government needs to recover the fine from miners who have been charged with illegal mining and excess production. Out of Rs 68,000 crore, only Rs 17,000 crore has been realized. The government should make proactive efforts to realize the remaining amount from the mine owners,” stated Ghadai after attending a pre-budget consultation called by Finance Minister Niranjan Pujari here today.

The former Finance Minister was of the view that the State government should expedite and complete the process for auctioning of mines early for more revenue realization.

He claimed that he has also suggested during the consultation that pending bills in the shape of water cess, electricity charges and other taxes against biggies should be realized.

Another former Finance Minister Panchanan Kanungo has suggested reforms and fiscal discipline at the pre-budget consultation.

“I suggested reforms. We should as early as possible go for fiscal discipline in accordance with  Fiscal Responsibility and Budget Management (FRBM) Act. Fiscal discipline should be maintained both in spending and income generation which can result in more revenue. Electricity bill collection should be handed over to the panchayats,” said Kanungo.

“We have also received 1,500 suggestions from people from different sections of society. All the suggestions and proposals given by the experts, former Finance Ministers, secretaries have been taken note of by us. These will be discussed in detail before the budget is prepared,” said Finance Minister Niranjan Pujari interacting with media persons after the pre-budget consultation was over.
