Bhubaneswar: The Gopabandhu Academy of Administration is organizing a State level function on 21st April, to celebrate the Civil Services Day, 2023. Chief Minister Naveen Pattnaik will inaugurate the event to be organised at the Convention Hall of Loka Seva Bhawan at 4:30 pm.
The Civil Services Day is celebrated as an occasion for the Civil Servants to rededicate themselves to the causes of citizens and renew their commitments to public service and excellence in work.
21st April of each year is earmarked to commemorate the day when the first Home Minister of the independent India, Sardar Vallabhbhai Patel, addressed the young probationers of Indian Administrative Services in 1947 at Metcalfe House, Delhi and guided them to absorb the real ‘spirit of service’.
Governance paradigm has been completely transformed in Odisha in the last few years. The innovative and comprehensive ‘5T’ model has proved its worth in delivering desired services to the deserving people.
Administrative reforms have bridged the gap between the Government and the Citizenry. While the
public officials have become more responsible and accountable, the people have become more aware and aspirational.
Retired IAS officer Amarjeet Sinha will deliver a talk on “Preparing the Civil Services for Transformative Governance” on the event as the Chief Speaker. Sinha is currently posted as Member Public Enterprises Selection Board. He was earlier posted as the Advisor to the Prime Minister of India till end of July 2021.
He has 39 years of experience in civil service, largely in the rural and social sector. He is one of the architects in designing the Sarva Shiksha Abhiyan, the National Rural Health Mission, etc., flagship programs of Government.
He has the distinction of having travelled over 90 percent of India’s districts to promote human development initiatives.
He has published seven books on Public Policy and several articles in major Indian journals and newspapers. His last book “An India for Everyone- A Path to Inclusive Development”, has been widely acclaimed and recognized as an authoritative work on the subject.
The Civil Services Day is being organised for the first time in Odisha. Raj Kumar Sharma, Director General, Gopabandhu Academy of Administration will give the welcome address and set the context for the celebration of the Civil Services Day – 2023 in Odisha.
Chief Secretary Pradeep Kumar Jena will give the concluding remarks and vote of thanks. Sunil Bansal, DG Police, Anu Garg, DC-cum-ACS, and Debidutta Biswal, PCCF shall be the Guests of Honour. Senior officers representing all civil services of the State will attend this event tomorrow.
