Cuttack: The Orissa High Court today expressed disappointment over the Odisha government’s fixing of the deadline for affixation of the High Security Registration Plate (HSRP) in vehicles without having the proper infrastructure in place.
The Court sought a reply from the State government’s counsel if the deadline can be extended or not.
The State government’s counsel has sought two days’ time to inform the Court.
The Court issued the direction while conducting a hearing on petitions filed by two bus owners challenging the mandate of affixing HSRP in vehicles.
It was pointed out that the online booking facility for fitment of HSRP is not accessible to a large section of the population in the State.
The next hearing in the matter has been fixed for September 30.
The deadline for affixation of the HSRP on the old vehicles registered prior to 01.04.2019 carrying Odisha Registration Mark and Registration Number ending with 1, 2, 3 & 4 will end on September 30.
The law enforcing agencies shall enforce the fitment with effect from 1st October 2022.
However, in a notification issued on Monday, the State Transport Authority (STA) has said that those who have applied for HSRP online before the deadline will be exempted from enforcement checking provided the vehicle owner produces the online booking slip during the checking.
Here’s the timeline prescribed in the STA’s notification for fitment of HSRP:
Vehicles carrying Odisha Registration mark and registration number ending with 1 and 2: August 31 (extended to September 30, 2022)
Vehicles carrying Odisha Registration mark and registration number ending with 3 and 4: September 30, 2022
Vehicles carrying Odisha Registration mark and registration number ending with 5 and 6: October 31, 2022
Vehicles carrying Odisha Registration mark and registration number ending with 7 and 8: November 30, 2022
Vehicles carrying Odisha Registration mark and registration number ending with 9 and 0: December 31, 2022
