Know How Odisha CM’s Letter To 70 Lakh BSKY Beneficiaries Being Distributed

**Bhubaneswar: ** Following the launching of Biju Swasthya Kalyan Yojana (BSKY), all District Collectors had earlier been issued guideline for distributing Odisha Chief Minister Naveen Patnaik’s letter to the 70 lakh beneficiaries across the state from the day of implementation (August 15).

In this context, Odisha Health Minister Pratap Jena said, “Merely launching a scheme or programme won’t do. The general public should know about it. Especially, the beneficiaries should have the knowledge of this health scheme because they can reap the benefits. Hence, we seek to apprise all about this scheme by distributing the letter. The letter will be distributed to all the families enlisted. We have the list with us.”

He informed, “Today in Odisha, those who are being benefitted by BKKY (Biju Krushak Kalyan Yojana) as cardholders and RSBY (Rashtriya Swasthya Bima Yojana) cardholders can all avail the benefits.”

“Those who have no cards and hail from the low income group having low annual income, they can also avail by showing their income certificate,” assured the Odisha Health Minister.

On August 8, prior to the formal launch by the Chief Minister on August 15, Odisha Health Commissioner-cum-Secretary Dr Pramod Kumar Meherda has already issued circular to all District Collectors mentioning, “All enrolled RSBY (44,08,070) and BKKY-1 (25,61,602) beneficiary families (Total-69,69,672) are to be served this (CM’s BSKY) letter.”

As per the circular, the distribution of CM’s letter started right from 15th August on the day of launch.

For ensuring quick and smooth distribution of the letters to the beneficiaries, the guideline has outlined seven modalities.

So far formation of committees are concerned, the district level committee is being chaired by the Collector with the Executive Officer/Commissioner of the local urban body, the CDMO, DAO, DSWO and PD, DRDA as members.

The district level committee reviews on daily basis the progress of distribution of CM’s BSKY letters.

Each Collector has been asked to send the compiled daily distribution report collected from BDOs and communicate the same to the State Level in the e-mail ID [email protected]

The block level committee is being chaired by the BDO while the Tahsildar, DDA, ABDO, CHC-in-charge and CDPO are its members.

This committee closely supervises the distribution of BSKY letters and receives report from field functionaries in proper format. Each BDO communicates the same to the district before 6 pm everyday as outlined in the guideline.

As it is a time bound drive, the State Government is giving incentives to the officials involved in distribution of letters.Incentive to the end-level distributor has been Re 1 per letter.

Contingency for Registers, Format etc has been pegged at Rs 100 per village.
