Bhubaneswar: Koraput MP Saptagiri Ulaka has written to Lok Sabha Speaker Om Birla, alleging a breach of parliamentary privilege by Odisha Director General of Police (DGP) YB Khurania and Bhubaneswar Deputy Commissioner of Police (DCP) Jagmohan Meena.
In his letter, the two-time Congress MP claimed that he was illegally detained by police personnel while attempting to enter the Odisha Assembly on March 26. Ulaka alleged that he was heckled, manhandled, and forcibly prevented from entering the Assembly premises before being detained for approximately three hours. As a result, he was unable to attend the Parliament session that day.
“Despite clearly identifying myself as an MP and asserting my democratic and constitutional right to access the Assembly premises, I was subjected to unwarranted force, illegally detained at the Reserve Office Bhubaneswar for more than three hours, and ultimately prevented from fulfilling my parliamentary duties,” Ulaka stated in his letter.
He emphasized that such actions amount to a serious violation of parliamentary privilege under Article 105 of the Constitution and Rule 222 of the Rules of Procedure and Conduct of Business in Lok Sabha. According to Ulaka, this incident not only obstructed his duties as an elected representative but also undermined the dignity of the House.
The Congress MP has urged the Lok Sabha Speaker to refer the matter to the Committee of Privileges for immediate and appropriate action against the officers involved.
