No-Parking - Bhubaneswar

Bhubaneswar: The Police Commissionerate of Bhubaneswar–Cuttack on Monday issued a fresh order prohibiting parking on several key stretches across the capital city to decongest roads and ensure smoother traffic flow.

The order, promulgated by Commissioner of Police S. Dev Datta Singh, has been issued under Sections 28 and 29 of the Odisha Urban Police Act, 2003, read with relevant traffic regulations and provisions under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

“Whereas, it has been observed that indiscriminate parking of vehicles on various major roads of Bhubaneswar city is causing obstruction to the free flow of traffic, leading to congestion and inconvenience to commuters, and poses potential hazards to public safety,” the order stated.

To address this growing concern, parking has been strictly banned on the following major stretches:

Key No-Parking Stretches

  • Raj Bhawan Square to Kalarahanga Chhak via Jaydev Vihar
  • Airport to NALCO Chhak via Acharya Vihar

  • Rasulgarh Chhak to Jaydev Vihar
  • Sriya Chhak to PHD Office

  • Janpath (Kalyan Jewellers) to Charak Medical via Sparsh Hospital
  • Trupti Service Station to Saheed Nagar Entry Point

The Commissionerate further noted that the rise in commercial hubs, educational institutions, and hospitals has contributed significantly to the growing traffic volume. To ensure public safety and maintain unhindered movement of vehicles, parking restrictions have also been extended to the following routes:

  • Gopabandhu Square to Kalpana Square (both sides)
  • Kalarahanga Chhak to Nandankanan Square (both sides)
  • Jaydev Vihar to Tamando Square (service roads on both sides)
  • Jaydev Vihar to CRP Square via Ekamra Kanan
  • CRP Square to Power House Square via DAV School (both sides)
  • Fire Station to Jagamara Square (both sides)
  • Khandagiri Square to Pokhariput Square (both sides)
  • Nayapalli U/P to Jaydev Vihar via ID Market (both sides)
  • KIIT Square to Infocity via Silicon Institute (both sides)
  • Damana Square to Sailashree Vihar (both sides)
  • Xavier Square to Sai Temple via Utkal Hospital (both sides)

The Commissionerate Police has clarified that any violation of this order will attract penalties under Section 177 of the Motor Vehicles (Amendment) Act, 2019, and Section 223(b) of the Bharatiya Nyaya Sanhita (BNS), 2023.

Additionally, vehicles parked illegally and obstructing traffic may be towed as per Section 127 of the Motor Vehicles Act, 1988. Vehicle owners must bear towing charges and any additional penalties.

The order has come into immediate effect.
