Bhubaneswar: Dr. Kamala Kant Tripathy, a 1999-batch Indian Economic Service (IES) officer from Odisha, has been appointed as Joint Secretary in the Economic Advisory Council to the Prime Minister (EAC-PM) at NITI Aayog. The appointment order was issued by the Department of Personnel and Training (DoPT) on Friday.

A Versatile Bureaucrat with Diverse Expertise

Prior to this role, Dr. Tripathy served as Economic Adviser (Health) in the Ministry of Health & Family Welfare. A well-known figure in cooperative sector reforms, he previously worked as Officer on Special Duty (OSD) to Union Home and Cooperation Minister Amit Shah in the Ministry of Cooperation. He replaces IAS officer Pawan Kumar Sam and will hold the position for five years or until further orders.

Academic and Professional Stalwart

An alumnus of Ravenshaw College (Utkal University), Dr. Tripathy holds a postgraduate degree in Economics (1995), an LLB from M.S. Law College (2001), and a PhD in Management from IIT Delhi (2008). Before joining the IES in October 1999, he briefly served as Additional Tehsildar in Kendrapara district under the Odisha Administrative Service (OAS).

Policy Reforms and Research Contributions

With over 83 research papers—including publications in international peer-reviewed journals—Dr. Tripathy specializes in: Agriculture, Cooperatives, and Rural Development; Policy Formulation & Stakeholder Coordination; and Data Analytics & Diagnostic Research

His tenure in the Ministry of Cooperation was marked by initiatives to strengthen the cooperative movement and enhance financial inclusivity. Given his expertise, his new role is expected to bolster the EAC-PM’s advisory functions in economic policymaking.

Dr. Tripathy will assume charge immediately, bringing his decades of governance and economic strategy experience to the Prime Minister’s key advisory body.
