Bhubaneswar: The Winter Session of the Odisha Legislative Assembly was on Tuesday adjourned sine die, wrapping up after just 11 working days.
Speaker Surama Padhy made the announcement after government chief whip Saroj Kumar Pradhan moved a motion in this regard, stating that no major official business was left, curtailing a session that was originally planned to run until December 31 with 29 working days on the schedule.
The session had commenced on November 27 with a landmark moment: President Droupadi Murmu delivered an address to the House, the first such instance of a sitting President of India addressing the Odisha Assembly. The event was widely regarded as a historic milestone in the state’s legislative proceedings.
A day later, on November 28, the state government tabled a Supplementary Budget of ₹17,440 crore for 2025–26. Under the proposal, the BJP government earmarked ₹13,716 crore for programme expenditure, ₹3,389 crore for administrative costs, ₹171 crore for the disaster response fund, and ₹164 crore as state transfers. The Appropriation Bill for the additional supplementary budget was passed through a voice vote after a debate on Monday.
Besides the Odisha Appropriation Bill, the Assembly cleared six additional Bills, including those proposing higher pensions for former legislators and revising the salaries of the Speaker, Deputy Speaker, ministers and MLAs.
Chief Minister Mohan Charan Majhi, Deputy Leader of the Opposition Prasanna Acharya, and Congress Legislature Party leader Rama Chandra Kadam expressed gratitude to all members for ensuring the smooth conduct of the session.
